TikTok Shop France is live and open to third-party sellers. The public opening was 31 March 2025, announced on TikTok's French newsroom under the headline "TikTok Shop débarque en France et révolutionne le e-commerce !", which quantified the market as "plus de 25,1 millions d'utilisateurs en France" and named CABAIA, Cherico and IZIPIZI among the launch brands. That post publishes no commission rate, no fee table and no fulfilment detail, which is worth knowing before you plan a launch off it. The commonly repeated claim that seller registration opened in France in February 2025 and creator access in early March 2025 cannot be traced to any TikTok-owned source, so treat it as unverified.
France remains firmly in scope as of September 2026. Every EU seller policy page fetched from seller-fr.tiktok.com in September 2026, including the EU Seller Registration Policy dated 26 August 2026 and the EPR Requirements by Market page dated 29 June 2026, carries the applicability tag "Belgique, Allemagne, Espagne, France, Irlande, Italie, Pays-Bas, Pologne". On scale, TikTok's France lead told French trade press in March 2026 that TikTok Shop France had passed roughly 33,000 sellers, up from about 16,500 in October 2025, with live shopping accounting for around 20% of French TikTok Shop sales and sales up 113% over the preceding six months. Those figures are attributed to TikTok rather than published by TikTok, so they are useful for sizing and unusable for a board paper.
What makes France distinctive is not the storefront, it is the regulatory surface underneath it. France is the only TikTok Shop market with a ten-line EPR fee card, the only one where a national telecoms statute drives a platform-wide product rule, and one of very few EU markets where the selling language is fixed by primary legislation rather than by customer preference. Seller eligibility: what TikTok Shop France actually approves
France is one of only four EU markets where TikTok Shop accepts a "Vendeur individuel", an individual with no company registration at all who supplies no trade-register data. TikTok's onboarding guide, dated 1 June 2026, states that individual sellers select their country of residence from "Allemagne, Espagne, Italie ou France" and that individual-seller registration "n'est pas prise en charge aux Pays-Bas, en Pologne ni en Belgique". All business types are open to French registrants, whereas the Netherlands, Poland and Belgium are limited to auto-entrepreneur, private company and listed company.
The French register TikTok Shop checks is the Registre National des Entreprises (RNE), and the entity must show as active: "Les sociétés inactives, dissoutes ou dont l'activité est suspendue ne sont pas éligibles." TikTok Shop quotes French application review at 2 to 3 business days, and the seller type cannot be changed after approval, so an auto-entrepreneur who later incorporates must submit a fresh application rather than convert.
A VAT number is not a hard registration field for France on TikTok Shop. For auto-entrepreneurs the VAT number is "requis uniquement en DE/IT"; for private and listed companies it is "facultatif sauf en Italie"; the personal tax identification number for individual sellers is likewise required only in Germany and Italy. That is a genuine French easement, and it is also a trap: no platform field does not mean no French VAT obligation.
Identity evidence differs from neighbouring markets too. For France, TikTok Shop accepts both the Carte Nationale d'Identité and the Carte de résident permanent, whereas the permanent residence permit is rejected for Germany and Spain. France additionally accepts two proof-of-address documents not offered elsewhere: the "Attestation d'assurance habitation" and the "Attestation du titulaire du contrat". Rent invoices, home and car insurance receipts, bank receipts and pension attestations are rejected in every market. As EU baseline, TikTok Shop expects a locally incorporated entity, a locally resident representative, an EU business bank account in the entity's name, beneficial ownership detail for anyone holding 25% or more, and a shop name capped at 40 characters that cannot be changed in the first 30 days.

Fulfilment: France has no Fulfilled by TikTok warehouse
TikTok Shop does not operate an FBT warehouse in France. The Fulfilled by TikTok overview, last updated 15 April 2026, states that "FBT provides warehousing services in both Spain and Germany, supporting order fulfillment and delivery to customers in Spain, Germany, Italy, France, and Ireland from these two warehouse locations." French FBT orders are therefore served cross-border from Spanish or German stock, which sits awkwardly against the EU default that Local-to-Local sellers store inventory in the country of registration and ship domestically. FBT unit limits are a maximum of 61 x 46 x 46 cm and 30 kg, with no refrigerated goods, perishables, hazardous materials, weapons or prescription drugs. TikTok publishes no roadmap for a French warehouse.
Two French categories carry their own fulfilment rules. E-bikes and e-scooters are a France and Spain only, invitation-only category on TikTok Shop, and shipping must be exclusively via 3PL. Scooters must be listed as "e-Trottinettes", have no seat, and be capped at 500 W and 25 km/h; e-bikes must be listed as e-bikes, e-bicycles, e-cycles or pedelecs and capped at 250 W and 25 km/h, with anything above those limits strictly prohibited and every product page carrying battery details, a technical datasheet, a Declaration of Conformity and CE marking.
Returns and the French legal guarantee tail
The EU baseline on TikTok Shop is a 14-day withdrawal window and domestic returns for Local-to-Local sellers, with cross-locale returns approved case by case. France then goes beyond that baseline. Under the Code de la consommation, articles L217-1 to L217-20, the garantie légale de conformité runs 2 years from delivery for new, refurbished and second-hand goods, with a 24-month presumption of pre-existing defect for new and refurbished items and 12 months for second-hand. Critically for TikTok Shop France sellers, any repair carried out under the legal guarantee extends that guarantee by a further 12 months from the repair date, so a single warranty repair can push your French after-sales exposure to three years from delivery.
France also requires real ADR affiliation rather than a link in the footer. The CECMC at the Ministry of the Economy is explicit: "Vous ne pouvez pas, de votre seule initiative, mentionner un médiateur si vous ne l'avez pas contacté préalablement pour conclure une convention avec lui." The trader must be attached to a sectoral public mediator, a federation mediator, an independent in-house mediator, or hold a signed convention with a CECMC-referenced mediation body, and an EU ADR entity qualifies only if it handles disputes in French.
Listing language: French is a legal requirement on TikTok Shop France
Article 2 of loi n° 94-665 of 4 August 1994, the loi Toubon, makes French compulsory in the designation, offer, presentation, instructions for use, description of the scope and conditions of the warranty, and in invoices and receipts, and it extends expressly to "toute publicité écrite, parlée ou audiovisuelle". On TikTok Shop France that reaches the product title and description, the warranty text, the invoice, and the spoken script of a live-selling session or an affiliate video. The only carve-out is the name of well-known typical foreign products and specialities. A machine-translated or English-only listing that would pass in Ireland or the Netherlands is non-compliant in France.
Two further French labelling duties belong on the product page. The AGEC indice de réparabilité is being replaced by the indice de durabilité, a mandatory 0 to 10 score covering repairability plus reliability: per the Ministry for the Ecological Transition it applies to televisions from 8 January 2025 and washing machines from 8 April 2025, while other categories such as smartphones and laptops remain on the older repairability index. Both must be displayed at the point of sale including online, so a French TikTok Shop catalogue may need to carry two different indices at once. Separately, the Triman logo and info-tri sorting instructions have been mandatory since 1 January 2022 under the AGEC law.
Creators and affiliates: the French influencer law binds every video
France regulates influencer marketing by statute, and it applies to TikTok Shop affiliate content and live selling aimed at French viewers. Loi n° 2023-451 of 9 June 2023, article 5(I), requires the mention "Publicité" or "Collaboration commerciale" to be "claire, lisible et identifiable sur l'image ou sur la vidéo, sous tous les formats, durant l'intégralité de la promotion". Not at the start, throughout. The penalty for breach is two years' imprisonment and a EUR 300,000 fine, and omitting commercial intent is separately a deceptive commercial practice under article L.121-3 of the Code de la consommation.
The same article adds two labels with their own penalty tier: "Images retouchées" where a body silhouette or facial appearance has been altered, and "Images virtuelles" where a face or figure is AI-generated, each required to be clear, legible and identifiable throughout the viewing. Breach carries one year's imprisonment and a EUR 4,500 fine. Beauty and apparel affiliate content, among the strongest TikTok Shop France categories, sits squarely in scope.
Article 4 bans influencer promotion of a French-specific list that overlays TikTok's own restricted-products rules: aesthetic procedures, products presented as alternatives to medical treatment, nicotine products, non-approved wildlife, certain financial products including unregistered crypto-asset services, and sports-betting subscriptions. Article 8 requires a written contract under French law setting out the parties, the mission, remuneration and IP rights. Ordonnance n° 2024-978 of 6 November 2024 then disapplied most obligations to influencers established in another EEA state on a country-of-origin basis, but the disclosure duty and the retouched and AI image labels survive, non-EEA influencers targeting France must still designate an EU representative, and professional liability insurance from a European insurer is still required.
The France compliance stack: ten EPR streams and named éco-organismes
France carries the widest EPR footprint of any TikTok Shop EU market. TikTok's own EPR requirements by market page, dated 29 June 2026, lists ten French streams against a materially shorter list for Germany or Spain: Emballage et papier imprimé, Batteries, EEE, Produits chimiques, Bricolage et jardinage, Articles de sport et de loisirs, Mobilier, Jouets, Textiles (TLC) and Textiles d'hygiène. The list explicitly includes used and refurbished goods and is explicitly non-exhaustive.
TikTok names the éco-organismes per stream, with verification routed through ADEME's SYDEREP register: Citeo and Léko for packaging and printed paper; Ecosystem and Batribox for batteries; Ecosystem, Ecologic and Soren for EEE; EcoDDS, Pyreo and Ecopae for chemicals; Ecomaison, EcoDDS, Ecologic and Valobat for DIY and garden; Ecologic for sport and leisure; Ecomaison, Valdelia (professional only) and Valobat for furniture; Ecomaison for toys; Refashion for textiles, household linen and footwear; and Citéo Soin & Hygiène for hygiene textiles. Corepile does not appear anywhere on TikTok's French battery row as checked in September 2026, so strike it from any France EPR checklist and register with Ecosystem or Batribox instead. Batribox describes itself as an éco-organisme created in 1999 and state-accredited, covering portable batteries, light mobility, industrial and EV batteries across more than 33,000 collection points.
A separate IDU (identifiant unique) is needed per stream, the registering legal entity must match the shop's legal entity exactly, and TikTok warns that validation can take 5 or more business days because the authorities refresh registrations weekly. The IDU has been mandatory since 1 January 2022 under article L.541-10-13 of the Code de l'environnement, must be published in the general terms of sale and on the producer's website, and non-compliance exposes the producer to a fine of up to EUR 30,000 plus a daily penalty of up to EUR 20,000 per day under article L.541-9-5.
Enforcement then works differently in France than in Germany. In Germany, a missing EPR number gets the listing pulled until a valid number is supplied. In France, TikTok automatically enrols non-compliant listings into EPR Pay-on-Behalf: a seller who opts out must either submit a valid French EPR registration number or withdraw the affected listings, and TikTok states that if they do neither it will keep providing and charging for the service. French EPR is therefore a billing event by default, not a listing block. The direct legal cause is article L.541-10-9, which gives a marketplace producer status for third-party volumes unless it holds proof of the seller's IDU.
Two gaps sit outside Pay-on-Behalf. TikTok states that the service does not cover labelling or marking obligations, take-back, or eco-design duties, so the Triman and info-tri artwork risk stays with the seller: ADEME's EPR FAQ notes that for a packaged EPR product a single logo suffices but must appear on the packaging alongside two sets of sorting instructions, one for the product and one for the packaging. And France is not a single VAT territory: official French guidance verified 18 June 2025 shows the same goods taxed at 20% and 5.5% in metropolitan France and Corsica but at 8.5% and 2.1% in Martinique, Guadeloupe and La Réunion.
