TikTok Shop Ireland is a small market with unusually deep reach. TikTok's own newsroom said the shop "opens for business in Ireland this week" in a post dated 10 December 2024, and that it opened "exclusively to businesses and shoppers based in Ireland". At that point TikTok reported 2.2 million people in Ireland coming to the platform every month (TikTok internal data, October 2024), rising to roughly 2.4 million by the first anniversary. Against a Central Statistics Office population of 5,525,600 as at April 2026, that is close to 43% of the country on one app, with 1,597,700 people (28.9% of the population) concentrated in Dublin.
The single most important change for anyone planning a 2026 launch: TikTok Shop Ireland is no longer invite-only. On 21 May 2026 TikTok announced it was "opening access to all Irish businesses, moving from an invite-only model to an open platform". Ireland ran an allowlisted onboarding model for roughly 17 months, longer than any other EU market, so every playbook written before mid-2026 (including the TikTok-supplied IAB Ireland deck of April 2025, which states "The platform is invite only in Ireland") is stale on this point. TikTok also reports that Irish creators on the TikTok Shop affiliate programme grew 600% since launch and that over EUR 2 million in commissions have been paid directly to Irish creators since December 2024.
Ireland also carries a structural oddity worth knowing before you build anything: TikTok Shop's EU contracting entity is itself an Irish company. The Ireland-tagged EU Seller Terms of Sale name "TikTok Technology Limited, a company registered in the Republic of Ireland with company number 635755" at The Sorting Office, Ropemaker Place, Dublin 2, D02 HD23. Seller eligibility: what TikTok requires to approve an Irish account
Ireland's registration stack is more prescriptive than the EU baseline. Per the TikTok-supplied IAB Ireland onboarding document, a TikTok Shop Ireland application expects an Irish-registered entity with an Irish VAT number, a warehouse address in the Republic of Ireland only, an Irish bank account, a customer service number that is an Irish mobile starting 08, and a linked TikTok account created in Ireland using an Irish SIM. The trading name must not include ".ie", and an email already used on TikTok Shop UK or US, TikTok Ads Manager or TikTok For Business cannot be reused for an Irish registration. One point needs live confirmation before you rely on it: that April 2025 document allows a point of contact resident in the UK or Ireland, which sits awkwardly against the EU-wide policy requirement for a local resident with a domestic address.
The EU baseline applies on top: TikTok Shop recognises exactly two applicant types (Legal Entity and Sole Trader), requires the business to be legally incorporated in the country of registration, and requires inventory to be stored and returns accepted in that country. Beneficial ownership evidence is requested down to anyone holding 25% or more of the shares or control. Shop names are capped at 40 characters, cannot contain "TikTok", "Tik" or "Tok", and can only be changed once every 30 calendar days and never in the first 30 days after registration. Where TikTok believes seller data is out of date, the seller gets 7 calendar days to correct it before enforcement. Listing is approval-gated: applicants cannot list products before TikTok verifies the registration.

Fulfilment: Ireland is seller-fulfilled only
The TikTok Shop EU Customer Order Shipping Policy (updated 29 July 2026) puts Ireland, the Netherlands and Belgium in a shared row where "Ship by Seller is the only available Shipping Type", and Ireland gets its own row again for Sell Across EU with the same wording. Germany, France, Italy and Spain get all three shipping types and Poland gets Ship by TikTok. There is no TikTok-operated fulfilment centre and no TikTok-negotiated carrier rate card in Ireland, so the seller or its Merchant of Record carries the entire outbound and returns logistics stack.
Ireland also has the thinnest approved-carrier list in TikTok Shop EU. The Approved Logistics Providers list (updated 29 July 2026) gives Irish sellers 8 domestic options (An Post, DHL Express, DHL Global Mail, DPD Ireland, FedEx, GLS, TNT and UPS) against roughly 22 for France and roughly 21 for Spain, with Fastway additionally recognised in the Irish tracking-format table. No parcel-locker network appears on the Irish list, so home delivery is the practical default and your cost per parcel is a negotiated commercial rate, not a platform rate.
One geographic trap: Northern Ireland is not part of TikTok Shop Ireland. TikTok's onboarding material states plainly that "Northern Ireland not included (this is covered in the UK/GB market)". A brand covering the whole island needs a TikTok Shop UK registration alongside an Irish one, with customs formalities and import VAT on movements from Great Britain into the Republic.
Returns and Irish consumer law
TikTok Shop extends the EU statutory 14-day withdrawal right to 30 days as a platform benefit. Ireland then layers the Consumer Rights Act 2022, enforced by the Competition and Consumer Protection Commission: where a fault arises within 30 days of purchase the consumer can cancel and get a full refund, and the trader must refund within 14 days of being told the purchase is cancelled. Consumers must return goods within 14 days of cancelling and pay any return costs that apply unless the seller says otherwise.
Two operational consequences. First, the TikTok Shop EU Returns policy (updated 27 August 2026) contains a Netherlands-specific refund carve-out but no Ireland-specific clause, so the Irish statutory layer is entirely the seller's to manage outside the platform text. Listing language: English natively, Irish on the contract
Ireland is the only euro-zone TikTok Shop market that operates natively in English, so an Irish source shop needs no translation layer for its own market. The buyer-facing contract, however, is published bilingually: the Ireland-tagged EU Seller Terms of Sale carries the full Irish text alongside the English, opening "Is e TikTok Technology Limited a sholathraionn TikTok Shop". Governing law is the law of the buyer's residence, which for Irish buyers means Irish law. Creator and affiliate mechanics in Ireland
Ireland's creator side has outrun its seller side: 600% growth in affiliate creators since launch and over EUR 2 million paid in commissions to Irish creators. TikTok's affiliate platform for Ireland is locale-gated to Irish-based creators, not open to the whole EU pool. Guaranteed Irish co-hosted a Creator Matchmaking Event at TikTok's Dublin EMEA headquarters on 14 May 2026 that paired 25 Irish brands with more than 150 creators, and TikTok has cited a 190% Black Friday sales uplift and 82% more shoppable video in Ireland.
Disclosure is stricter in Ireland than most sellers expect. Joint CCPC and Advertising Standards Authority for Ireland guidance under the Consumer Protection Act 2007 requires "#Ad" (or the Irish "#Fogra"), or a platform "Paid partnership" label, with "#Gifted" or "#Feirin" reserved for unsolicited products. The label must be the first word in any text block, must appear at the start of a video with a verbal disclosure, must be in a contrasting colour and large font, and must never sit behind a "see more" button. Affiliate content must be labelled "#Ad": the CCPC says explicitly that including the link is not enough. CCPC powers run to compliance notices, fixed payment notices, undertakings, prohibition orders and prosecution.
The Ireland compliance stack, by named scheme
Packaging: Repak. A "major producer" is a supplier placing more than 10 tonnes of packaging on the Irish market annually and turning over more than EUR 1 million. The European Union (Packaging) (Amendment) Regulations 2022 (S.I. No. 659/2022) removed the self-compliance route, so registration with Repak is now the only lawful path under the base instrument, S.I. No. 282/2014. Repak reports more than 3,500 members and EUR 45.3 million in member fees in 2024. Repak runs two separate e-commerce routes: one for distance sellers outside Ireland with no Irish VAT number, and one for sellers located in Ireland or VAT-registered in Ireland. An Irish-VAT-registered Merchant of Record joins under the second. EU Regulation 2025/40 (PPWR) became directly applicable on 12 August 2026 and is widely expected to compress the tonnage test, but no Irish statutory instrument restating the threshold has been published, so the 10 tonne plus EUR 1 million test stands for now.
WEEE and batteries: Producer Register Limited plus a scheme. Every Irish EEE producer must register annually with Producer Register Limited by 31 January and join one of exactly two approved B2C schemes, WEEE Ireland or European Recycling Platform (ERP) Ireland. The EPA states that producer activities "include distance selling, where the importing or selling is done online". Reporting is monthly to the PRL Blackbox by the 19th day of the following month. Distance sellers must take back WEEE and waste batteries free of charge, must nominate an Irish return address if they hold no Irish business address, must display take-back information, and must show visible Environmental Management Costs wherever prices appear. The EPA issues Fixed Payment Notices of EUR 500 to EUR 2,000 per offence under S.I. No. 373/2016, including for a distance seller not displaying a valid registration number on its website. Legal basis: S.I. No. 149/2014 (WEEE), S.I. No. 283/2014 (batteries) and S.I. No. 513/2012 (RoHS). Anything shipped with an embedded cell triggers both the EEE and the battery producer obligations.
Deposit return: Re-turn. Live since 1 February 2024 and covering PET bottles and aluminium or steel cans from 150ml to 3 litres, with a 15 cent deposit on 150ml to 500ml containers and 25 cent on containers over 500ml up to 3 litres. Glass, dairy containers and anything over 3 litres are excluded. Re-turn is dormant for TikTok Shop Ireland today only because beverages are banned on the platform there.
Category bans. The EU Restricted Products Policy (updated 27 August 2026) states verbatim: "Note: Beverage products are not allowed for sale on TikTok Shop in Ireland." That makes Ireland the only EU TikTok Shop market with a blanket beverage ban, covering soft drinks, waters, juices, energy drinks and 0.0% products that remain sellable in Germany, France, Italy, Spain, Poland, the Netherlands and Belgium. Section 4.10 of the same policy is headed "E-Bikes and E-Scooters [Ireland/Italy/Germany Only]" and requires invite-only onboarding, a registered business, an EU home-country returns address and 3PL-only shipping. Coins and bullions are open to Irish sellers, with Belgium the carve-out. Permitted food and supplements stay By-Application and cannot be mirrored into other markets, since Food and Beverage, Food Supplements, Jewellery, Baby and Maternity and Second-hand Products are not enabled for Sell Across EU across all EU5 countries.
VAT. Irish rates are 23% standard, 13.5% reduced and 9% second reduced, unchanged since 1 January 2025. The zero rate is unusually broad and changes TikTok Shop unit economics directly: it covers clothing and footwear appropriate to children under 11, certain food and drink, certain books, e-books and audiobooks, certain newspapers, and certain oral medicine, non-oral medicine and sanitary products. Registration thresholds are EUR 85,000 for goods, EUR 42,500 for services, EUR 41,000 for intra-Community acquisitions and EUR 10,000 EU-wide for intra-Community distance sales. Gross consideration times the applicable Irish rate is what falls to be declared per jurisdiction, with the marketplace deemed-supplier rules deciding who accounts for it.
