How to Sell on TikTok Shop in the United Kingdom (2026)

TikTok Shop United Kingdom charges 9% commission, or 5% on Electronics and Beauty, with 20% UK VAT and a PackUK EPR stack entirely outside the EU.

By Operator One Editorial — 2 September 2026

Key takeaways

  • TikTok Shop United Kingdom applies a 5% reduced commission rate on Electronics and Beauty & Personal Care, a 4 percentage point cut off the 9% standard rate and 2 points deeper than the EU's 7% reduced rate.
  • The United Kingdom is a separate legal regime from the EU: sellers contract with TikTok Information Technologies UK Limited (England company number 10165711) under English law, with no OSS and no IOSS.
  • UK VAT is 20% with a £90,000 registration threshold for UK-established sellers, but a nil threshold for any business established outside the United Kingdom that supplies goods there.
  • UK packaging EPR runs through PackUK inside Defra, with indicative 2026 base fees of £455 per tonne for plastic, £205 for glass and £450 for wood.
  • From 12 August 2025 UK rules deem online marketplace operators to be WEEE producers for household electricals sold by sellers with no UK establishment, a deeming rule with no EU-wide equivalent.
  • TikTok Shop United Kingdom gives customers 30 calendar days to change their mind, above the statutory 14 days, and the Consumer Rights Act 2015 adds a 30-day short-term right to reject faulty goods.

Why the United Kingdom is not just another TikTok Shop market

TikTok Shop has operated in the United Kingdom since 2021, making it the oldest TikTok Shop market in Europe and the first anywhere outside Asia. TikTok's own newsroom treats the United Kingdom as an established market that predates every EU launch: Spain and Ireland in December 2024, Germany, France and Italy on 31 March 2025, and Austria, Belgium, the Netherlands and Poland from 15 June 2026, which brought TikTok Shop to ten European markets. The exact 2021 launch month is not stated on any TikTok-owned page, so treat "since 2021" as the defensible claim.

Scale follows maturity. TikTok's newsroom reported over 200,000 UK small and medium businesses selling on the platform and more than 6,000 TikTok Shop LIVE sessions hosted daily in the United Kingdom (19 November 2025). TikTok also cited a 131% annual increase in UK shoppers, a 180% year-on-year rise in UK revenue, and NielsenIQ naming TikTok Shop the fastest-growing online retailer in the United Kingdom in 2024. In beauty, TikTok's newsroom of 26 January 2026 states TikTok Shop is the United Kingdom's fourth-largest beauty retailer, footnoted to NielsenIQ 2024 data, alongside 60% year-on-year beauty growth in 2025, 90% growth in beauty LIVE sessions, a 72% rise in active UK TikTok Shop creators and a 125% jump in K-beauty searches.

The critical structural point for any brand crossing the Channel: the United Kingdom is a distinct contracting and compliance stack, not a bolt-on to the EU. The counterparty is TikTok Information Technologies UK Limited, registered in England (company number 10165711) at Kaleidoscope, 4 Lindsey Street, London EC1A 9HP, and the seller terms are governed by English law. Every policy lives on seller-uk.tiktok.com and carries United Kingdom applicability rather than the 8-market EU tag. If you already run an EU shop, see the EU-wide TikTok Shop guide for the contrast.

Seller eligibility and what TikTok Shop United Kingdom requires to approve an account

The United Kingdom inverts the EU's local-entity logic in one commercially important way. Under the UK Seller Registration Policy, a seller must first successfully register a UK shop, and only then may apply for the "Sell Across EU" route, where UK corporate sellers may fulfil from either a UK warehouse or an EU location. TikTok may decline that EU application at its sole discretion, and a new EU shop serves its own probation period if the UK shop has not yet graduated. Bank details must be held at an institution located in the United Kingdom, or in the EU for Sell Across EU sellers.

Baseline registration mechanics mirror the EU: entity or sole trader classification, trade register number, VAT number, business representative identity documents and proof of address, beneficial ownership evidence for anyone holding 25% or more, a possible liveness check, and shop names capped at 40 characters that may not contain "TikTok", "Tik" or "Tok" and may only be changed once every 30 calendar days. Onboarding is approval-gated, so you cannot list on TikTok Shop United Kingdom before verification completes.

The UK-specific gates sit in the Restricted Products Policy, which has no EU counterpart. Electrical products and toys require UKCA or CE marking images plus user manuals carrying safety markings. Electric hot water bottles require a UK business registration and a Declaration of Conformity. Teeth-whitening products are capped at under 0.1% hydrogen peroxide. DVD and Blu-ray media is capped at a 12+ age rating. Surprise or mystery-box products must be listed under £100 and may not use gambling terminology. Safety workwear requires CE or UKCA marking plus EN ISO 20471 or EN ISO 20345. Alcohol, tobacco, vapes, firearms and adult products are prohibited outright on TikTok Shop United Kingdom.

Fulfilment and dispatch SLAs in the United Kingdom

Fulfilled by TikTok launched in the United Kingdom on 8 August 2023, roughly nineteen months before the EU equivalents reached Germany on 31 March 2025. UK FBT eligibility is domestic only: merchants must be based in and delivering to the United Kingdom, shipments cannot exceed 30kg or 31.5 cubic litres, and participation is set per SKU rather than shop-wide.

Self-fulfilled dispatch SLAs on TikTok Shop United Kingdom are published concretely. Ship by Seller (Local to Local) requires order confirmation and packing within 2 working days, package handover to the carrier within 7 working days or the order auto-cancels, and delivery within 4 working days of order receipt. Ship by TikTok requires carrier handover within 2 working days to avoid on-time-dispatch-rate penalties, and sellers must use a TikTok Shop-approved integrated carrier. Note the gap: the UK Shipping Policy is silent on Northern Ireland, the Channel Islands, the Isle of Man and the Scottish Highlands, publishing no exclusions or surcharges for any of them.

On payments, UK shoppers expect a card, wallet and buy-now-pay-later mix (Visa, Mastercard, Amex, PayPal, Apple Pay, Google Pay and Klarna Pay in 4) rather than the EU local rails. iDEAL, Bancontact and BLIK are irrelevant in the United Kingdom. TikTok publishes no UK-specific accepted-payment-methods page, so treat this as the general platform set.

Returns on TikTok Shop United Kingdom

The 30 calendar day change-of-mind window from delivery is common to both the UK and EU policies, so it is not a UK differentiator. The mechanics are where the money sits. Change-of-mind return shipping is paid by TikTok Shop if TikTok arranges the return and by the seller if the seller arranges it. Sellers always pay return shipping for product issues. TikTok auto-refunds the customer within 14 days once 2 calendar days pass after return receipt with no seller action. Delivery-failure refunds auto-approve 96 hours past the estimated delivery date, with orders flagged delayed after 48 hours. For Sell to UK sellers with no UK return warehouse, the item must be sent to a local TikTok Shop UK return warehouse and the seller bears all related costs.

Statutory rights sit above all of that. The Consumer Rights Act 2015 gives a 30-day short-term right to reject faulty goods for a full refund, which has no EU equivalent, on top of the 14-day withdrawal right in the Consumer Contracts Regulations 2013.

Listing language and product labelling

Listings on TikTok Shop United Kingdom are in English, and there is no bilingual obligation of the kind Belgium imposes. The requirement extends past the copy to the physical goods: product labels, batch numbers, cautions and safety warnings must meet UK local-language requirements, clearly visible, easy to read and meeting the minimum font sizes set by applicable regulations. TikTok's UK listing guidance also advises that product descriptions should not run under 30 words.

Creator and affiliate mechanics under UK advertising law

Two bodies police creator disclosure in the United Kingdom, which is harsher than most EU markets. The Advertising Standards Authority applies the CAP Code to affiliate links, gifted product, discount codes and self-promotion alike, and "#ad" must appear upfront in the caption before the "see more" truncation rather than buried in a hashtag block. CAP and the Competition and Markets Authority jointly publish the Influencers' Guide. ASA research cited in 2026 found roughly 43% of influencer content non-compliant, with 34% carrying no disclosure at all.

Enforcement escalated in April 2025, when the unfair commercial practices provisions of the Digital Markets, Competition and Consumers Act 2024 came into force, letting the CMA act directly against fake reviews, hidden advertising and drip pricing without going to court, with fines up to 10% of global annual turnover. TikTok Shop United Kingdom's own Content Policy adds only a general duty that commercial content be "obviously identifiable as such", so the binding standard is the CAP Code, not the platform policy. One further UK content rule: every individual appearing in alcohol-related content must be aged 25 or over and appear to be 25 or over.

The United Kingdom compliance stack, scheme by scheme

Packaging EPR. Administered by PackUK, a body inside Defra covering all four UK nations, with registration through the Environment Agency (England), SEPA (Scotland), Natural Resources Wales and the Northern Ireland Environment Agency, and filing via the government Report Packaging Data service. The obligation test is UK establishment, more than 25 tonnes of packaging supplied or imported in the previous year, and worldwide turnover of £1m or more. A small producer is 25 to 50 tonnes above £1m turnover, or over 50 tonnes at £1m to £2m, and reports annually. A large producer is over 50 tonnes above £2m turnover, registers annually, reports every 6 months, buys PRNs or PERNs and pays disposal fees. Indicative 2026 base fees rise to £455 per tonne for plastic (from £423), £205 for glass (from £192) and £450 for wood (from £280), with regulator registration charges separate and additional.

WEEE. Producers placing under 5 tonnes of electrical equipment a year may register directly with the Environment Agency as small producers; 5 tonnes or more must join an approved Producer Compliance Scheme. From 12 August 2025, amendment regulations deem online marketplace operators to be producers for household electricals sold to UK households by sellers with no UK establishment, so TikTok carries registration, take-back, financing and quarterly reporting for those sales. Marketplaces had to join a scheme by 15 November 2025 or register as small producers by 31 January 2026, with scheme obligations issuing from 31 March 2026 on 2025 data, partial rates in 2026 and full financial obligations from 2027. A UK-established seller of record keeps the producer obligation itself and cannot rely on the deeming.

Batteries. The Waste Batteries and Accumulators Regulations 2009 still apply, with a 45% portable battery recycling target by weight and a duty on distributors selling more than 32kg of portable batteries a year to provide takeback.

VAT. Standard rate 20%, no OSS and no IOSS. TikTok Shop is a deemed supplier where goods sit outside the United Kingdom at point of sale in consignments of £135 or less. TikTok also reports UK seller identity and gross earnings to HMRC annually, with a de minimis of fewer than 30 sales and under roughly £1,700, and calendar-2025 data due by 31 January 2026.

Product safety. Great Britain runs the General Product Safety Regulations 2005; there is no UK GPSR. CE marking is recognised in Great Britain indefinitely under SI 2024/696, in force 1 October 2024, with UKCA a valid alternative. Northern Ireland is different: EU Regulation 2023/988 has applied there since 13 December 2024 and requires a responsible economic operator established in the EU or NI. Terms used here are defined in the compliance glossary.

Frequently asked questions

What commission does TikTok Shop United Kingdom charge?

TikTok Shop United Kingdom charges a standard 9% commission on GMV, reduced to an effective 5% for specified Electronics and Beauty & Personal Care products via an automatic 4 percentage point reduction, per the UK Commission Rate Policy dated 18 September 2025.

Is TikTok Shop United Kingdom part of the EU TikTok Shop regime?

No. TikTok Shop United Kingdom is a separate legal regime: sellers contract with TikTok Information Technologies UK Limited (England company number 10165711) under English law, and all policies sit on seller-uk.tiktok.com rather than under the 8-market EU applicability tag.

Do I need a UK VAT number to sell on TikTok Shop United Kingdom?

A UK-established seller registers for UK VAT at £90,000 taxable turnover, but a business established outside the United Kingdom has a nil threshold and must register regardless of turnover once it supplies goods there. Holding stock in the United Kingdom triggers immediate registration.

What is the return window on TikTok Shop United Kingdom?

TikTok Shop United Kingdom mandates a 30 calendar day change-of-mind window from delivery, above the statutory 14 days, and the Consumer Rights Act 2015 separately gives a 30-day short-term right to reject faulty goods for a full refund.

Does TikTok handle UK WEEE registration for overseas sellers?

For household electrical equipment sold to UK households by sellers with no UK establishment, yes: UK amendment regulations effective 12 August 2025 deem the marketplace operator to be the producer. A UK-established seller of record on TikTok Shop United Kingdom keeps the obligation itself.

How much does packaging EPR cost in the United Kingdom?

PackUK's indicative 2026 base fees are £455 per tonne for plastic, £205 for glass and £450 for wood, and they apply once a UK-established producer exceeds 25 tonnes of packaging with £1m or more worldwide turnover. Environmental regulator registration charges are additional.

Is there a new seller commission discount on TikTok Shop United Kingdom?

TikTok's UK pages confirm only that a lower rate can be available for eligible sellers including new sellers. No UK rate or duration is published, and the EU's 4% for 60 days and 2% for 90 days mission has no documented TikTok Shop United Kingdom equivalent.

Can a UK TikTok Shop sell into the EU?

Yes, via the Sell Across EU route: a seller must first successfully register a UK shop on TikTok Shop United Kingdom, then apply, and UK corporate sellers may fulfil from a UK or EU warehouse. TikTok may decline the application at its sole discretion.

Operating the United Kingdom without a UK entity

Every obligation above attaches to whoever is the legal seller: UK VAT registration with a nil threshold for overseas businesses, PackUK packaging fees, WEEE producer status, battery scheme membership, CAP Code liability on creator content and CMA exposure of up to 10% of global turnover. Operator One takes that seat. As Merchant of Record and Importer of Record we become the legal seller on TikTok Shop United Kingdom, hold the VAT registration, carry the named scheme registrations and own the consumer-law interface, so your brand keeps the storefront, the creators and the margin conversation. If Northern Ireland orders, the Sell Across EU route or FBT economics are on your roadmap, contact us and we will map it against your actual SKU mix.
